Language Policy and Preservation of Linguistic Diversity in a Globalized World

This article analyzes the issue of protecting linguistic diversity in terms of globalization, which produces a double pressure on national languages: it increases the global use of English as a universal means of communication, but also displaces smaller languages. The main goal of this research was to provide a theoretical base for language policy and to create a conceptual model that will support multiculturalism. The methodological basis of this research includes a systemic approach; it combines the theoretical analysis of scientific sources, comparative analysis of language policy in different countries (Canada, Belgium, Switzerland, the Baltic States, Kazakhstan, and South Africa), and an empirical online-survey of Ukrainian students (n=100). The Results of this research show the development of a Ukrainian-English bilingual model in the digital environment, an instrumental attitude of youth to English, and a moderate need for the State to protect the Ukrainian language. The author’s conceptual model of the language policy of multiculturalism is suggested; its hierarchical structure (from philosophical foundations to the final objective) provides a complete set of legal, educational, digital, and cultural tools to create an inclusive society where linguistic diversity is maintained as a global asset.
