Global Illuminators (GI), established as a registered non-profit institution, is dedicated to fostering education and research initiatives. Composed of senior educationists, research scholars, and business professionals from various institutions across Pakistan, GI serves as a collaborative platform to advance educational and research endeavors, particularly in academically underdeveloped regions of Asia. Recognizing the importance of open access to research content, GI endeavors to provide free access to scholarly materials, especially to scholars in academically disadvantaged Asian and African countries. The Higher Education Commission of Pakistan (HEC) is a constitutionally mandated institution responsible for the regulation, funding, and accreditation of higher education institutions throughout the country. Initially established in 1947 as the University Grants Commission, its enabling legislation, Act No. XXIII of 1974, was passed by the Parliament of Pakistan. Further reforms were enacted in 1999 through the HEC Ordinance, promulgated by the President of Pakistan. Within the HEC, the Quality Assurance Division is tasked with the recognition, regulation, and funding of recognized and accredited journals spanning various disciplines published within Pakistan.
